proactive reaction

Can one react proactively, or proactively react?

    I would use the term "being proactive" or something similar. It sounds off to say "proactive reaction" because they are so dissimilar. One is either reactive or proactive. They seem to be mutually exclusive, almost like an oxymoron, but not quite.

    I'm trying to think of other examples, but I haven't had enough coffee yet. Maybe retrospective planning? Ugh. I'll try later. Maybe some other word freaks can help with some.
